数字接入能否降低边疆民族地区农户的贫困脆弱性

Can digital access reduce the poverty vulnerability of rural households in border ethnic areas?

摘要: 边疆民族地区作为全面推进乡村振兴的重要区域,依然面临着较高的返贫风险。与以往研究相比,本文聚焦边疆民族地区这一特殊区域,探究数字接入对农户贫困脆弱性的影响,检验数字接入是否能够通过提高效用水平有效抑制农户的贫困脆弱性。研究结果表明:数字接入能够显著降低农户贫困脆弱性,在进行一系列稳健性检验和内生性处理后结果依然成立;作用机制研究发现,数字接入能够通过促进消费结构升级和增加社会资本积累降低农户未来陷入贫困的概率;异质性分析表明,数字接入对农户贫困脆弱性的影响在不同群体之间存在显著差异,对低收入和健康状况差的弱势群体,以及具有初中及以上学历的农户具有更为显著的减缓作用。研究结论为边疆民族地区贫困治理提供了一个新的思路,为防范化解规模性返贫风险提供了重要的政策启示。

Abstract: As an important region for comprehensively promoting rural revitalization, ethnic border areas still face a high risk of returning to poverty. Compared with previous studies, this article focuses on the special region of border ethnic areas, explores the impact of digital access on the poverty vulnerability of rural households, and tests whether digital access can effectively suppress the poverty vulnerability of rural households by increasing utility levels. The research results indicate that digital access can significantly reduce the poverty vulnerability of rural households, and the results are still valid after a series of robustness and endogeneity tests; Research on the mechanism of action has found that digital access can reduce the probability of rural households falling into poverty in the future by promoting the upgrading of consumption structure and increasing social capital accumulation; Heterogeneity analysis shows that the impact of digital access on the poverty vulnerability of rural households varies significantly among different groups, with a more significant mitigating effect on low-income and poor health vulnerable groups, as well as rural households with junior high school education or above. The research conclusion provides a new approach for poverty governance in border ethnic areas and important policy implications for preventing and resolving the risk of large-scale poverty relapse.
