农村进城买房家庭户口和土地退出问题研究

摘要: 农村进城买房家庭是农民中比较有条件脱离农村的群体,依据政策规定他们在退出农业户口和农村土地时可以选择全部退出、部分退出、全部不退出三种,因此有多种退出组合可以选择。理论分析认为非农业户口在就业、子女教育、生活环境方面有优势而农业户口在增收方面有优势,因此选择退出部分户口和部分土地等六种情况是较好的决策,而实际调查结果显示农村进城买房家庭选择退出农业户口或退出农村土地的比例只有近30%。建议政府优先引导在城镇有住房和稳定工作的群体退出农业户口和农村土地。

Abstract: The rural households buying house in the cities are the special peasant group who can quit their registered residence and land from countryside with low risk. According to the policy provisions, they have many choices to quit their registered residence and land from countryside. The theoretical analysis holds that there are six good choices like quit the part of household registered residence and part of land. The analysis shows that there is nearly 30% the rural households buying house in the cities have quit their registered residence and land partly. This low rate is not a good idea so that the government should take some measures to increase it.
