Abstract: As a strategic highland, resource treasure trove, and energy hub for economic development, "developing the ocean blue economy and accelerating the construction of a maritime power" is an important component of the construction of socialism with Chinese characteristics and a necessary path to achieve the great rejuvenation of the nation. We use the Super SBM model with unexpected outputs to measure the level of green development in the blue economy. Based on the TOE framework, we select antecedents from the three dimensions of "technology organization environment" to explore the driving path of green development in the blue economy. The research results show that green development is influenced by multiple antecedents and there is no necessary condition to achieve green development; There are two paths to achieve green development of the blue economy: "marine technology driven" and "high value-added development", indicating that different combinations of antecedent conditions can achieve green development of the blue economy; The development of the tertiary industry with high economic added value has a significant driving effect on the green development of the blue economy. The research conclusion enriches the relevant research on the factors influencing the green development of the blue economy from a configuration perspective, and can provide differentiated path references for the green development of the blue economy.
