数字营商环境与制造业出口竞争力——基于“量”“质”视角

Digital Business Environment and Export Competitiveness of Manufacturing Industry: A Quantitative and Qualitative Perspective

摘要: 数字营商环境优化是稳固新发展格局,实现出口数量与质量双重跃升的关键。不同于以往文献从单一视角研究营商环境对制造业出口竞争力的影响,本文通过构建多维度数字营商环境指标体系,在"量""质"双重视角下探讨数字营商环境优化对制造业出口竞争力的影响及作用机制。结果表明:数字营商环境优化在显著提升制造业出口规模竞争力的同时,有效提振了制造业出口质量竞争力;数字营商环境优化对制造业出口规模竞争力和出口质量竞争力的影响在地理区位、制造业研发密度以及地区开放水平等不同维度均表现出截然不同的影响;数字营商环境优化通过成本节约效应和创新提升效应显著促进了制造业出口竞争力的"量质齐升"。

Abstract: Optimization of digital business environment is the key to solidifying the new development pattern and realizing the double leap of export quantity and quality. Different from the previous literature that studies the impact of business environment on manufacturing export competitiveness from a single perspective, this paper explores the impact and mechanism of digital business environment optimization on manufacturing export competitiveness by constructing a multi-dimensional digital business environment indicator system under the dual perspective of "quantity" and "quality". This paper explores the impact and mechanism of digital business environment optimization on manufacturing export competitiveness under the dual perspective of "quantity" and "quality" by constructing a multi-dimensional digital business environment indicator system. The results show that the optimization of digital business environment effectively boosts the quality competitiveness of manufacturing exports while significantly enhancing the scale competitiveness of manufacturing exports. The impact of digital business environment optimization on manufacturing export scale competitiveness and export quality competitiveness shows different effects in different dimensions such as geographic location, manufacturing R&D density and regional openness level. The optimization of the digital business environment significantly promotes the "increase in quantity and quality" of manufacturing export competitiveness through the cost-saving effect and the innovation-enhancing effect.
