算力基础设施对企业的“稳预期”效应

The “Stabilizing Expectations” Effect of Computing Infrastructure on Enterprises

摘要: 算力基础设施作为提供算力资源、释放数据要素价值的核心载体,为企业“稳预期”注入了强劲动力。既有研究多聚焦于政府宏观调控对企业的“稳预期”效应,较少关注算力基础设施赋能企业预期的内在机制。以国家超级计算中心投入运营作为准自然实验,在基础设施外部性理论框架下,基于中国2007—2023年A股上市公司的研究样本,系统考察算力基础设施对企业预期的影响效应及其作用机制。研究发现,算力基础设施能够为企业发展注入“确定性”,增强企业对未来发展的积极预期。机制分析表明,算力基础设施通过融资约束缓解机制、交易成本降低机制和供应链效率提高机制实现对企业的“稳预期”效应。异质性分析结果显示,当企业风险承担能力较弱、获得的政府补贴较高以及所在地区属于算力枢纽节点时,算力基础设施对企业预期的增强效应更为显著。拓展性分析发现,算力基础设施对企业的“稳预期”效应会进一步扩大企业投资规模并提高企业生产效率,发挥“稳增长”的作用,但该效应在地理层面不存在显著的空间辐射效应或虹吸效应。研究结论从企业“稳预期”视角揭示了算力基础设施的正外部性,为数字经济时代背景下破解企业“预期转弱”困境提供了有益的政策参考。

Abstract: Computing infrastructure, as the core vehicle for providing computing resources and unlocking the value of data elements, has injected strong momentum into stabilizing corporate expectations. Existing studies have predominantly focused on the “expectation-stabilizing” effects of government macroeconomic regulation on firms, with relatively little attention paid to the underlying mechanisms through which computing infrastructure empowers corporate expectations. This study employs the operational launch of national supercomputing centers as a natural experiment. Within the theoretical framework of infrastructure externalities, it systematically examines the impact of computing power infrastructure on corporate expectations and its underlying mechanisms, based on a sample of Chinese A-share listed companies from 2007 to 2023. Research has found that computing power infrastructure can inject “certainty” into enterprise development, enhancing businesses’ positive expectations for future growth. Mechanism analysis indicates that computing power infrastructure achieves a “stabilizing expectations” effect for enterprises through three pathways: alleviating financing constraints, reducing transaction costs, and enhancing supply chain efficiency. Heterogeneity analysis reveals that the positive impact of computing infrastructure on corporate expectations is more pronounced when firms exhibit weaker risk-bearing capacity, receive higher levels of government subsidies, and are located in regions designated as computing hub nodes. Extended analysis reveals that the “stabilizing expectations” effect of computing infrastructure on enterprises further expands corporate investment scale and improves production efficiency, thereby playing a role in “stabilizing growth”. However, this effect does not exhibit significant spatial spillover or siphoning effects at the geographical level. This paper reveals the positive externalities of computing power infrastructure from the perspective of stabilizing corporate expectations, offering valuable policy insights for addressing the challenge of weakening corporate expectations in the digital economy era.
