公共数据开放何以影响数字技术创新——营商环境和创业活跃度的非线性赋能

How Does Open Public Data Influence Digital Technology Innovation: The Nonlinear Empowerment of the Business Environment and Entrepreneurial Activity

摘要: 现有针对公共数据开放影响数字技术创新的研究多聚焦单一路径分析,缺乏整合性的理论框架与系统性的机制验证。基于资源编排理论构建分析框架,从制度环境和创新主体层面揭示公共数据开放赋能城市数字技术创新的内在逻辑。结果显示:公共数据开放显著促进了数字技术创新,且该结论在多种稳健性检验下依然成立;公共数据开放的数字技术创新效应通过改善营商环境和激发创业活跃度两条中介路径实现,且两个中介变量均表现出显著的单门槛效应;公共数据开放的数字技术创新效应表现出明显的异质性,在科技禀赋、人力资本优势突出的城市更为显著。研究为揭示公共数据开放赋能城市数字技术创新的机制提供了新的微观证据,为制定差异化政策提供了理论依据。

Abstract: Existing research on the impact of open public data on digital technology innovation has largely relied on single-path analyses, resulting in a lack of an integrated theoretical framework and systematic validation of underlying mechanisms. Based on resource orchestration theory, this paper develops an analytical framework that elucidates how open public data facilitates urban digital technology innovation from both institutional and innovation agent perspectives. The results demonstrate that open public data significantly promotes digital technology innovation, a finding that remains robust across multiple tests. This innovation effect is mediated through two channels-business environment improvement and entrepreneurial activity stimulation-both of which show significant threshold effects. Moreover, the effect is heterogenous, being stronger in cities with greater technological and human capital endowments. This study provides new micro-level evidence on the mechanisms through which open public data enables urban digital technology innovation and offers a theoretical basis for designing differentiated policies.
