    ZHOU Shen, HE Bing
    2019 (01):  1-12.
    Abstract ( 321 )   PDF (5204KB) ( 905 )
This paper discusses the effects of trade liberalization on criminal activities and the mechanism of those effects.Based on Chinese product-level tariff data, this paper constructs trade protection index to measures provincial trade liberalization;then empirically test the relationship between trade liberalization and crime rate,as well as potential mechanism of trade liberalization on crime rate, using Chinese provincial panel data from 2000-2011 with fixed effect model and instrumental variable method. The results show that:Since China's entry into WTO,trade liberalization significantly increases Chinese crime rate;regions with high trade liberalization level are with high crime rate.Trade liberalization increases criminal activities through high urbanization and inflow of internal population migration. Therefore, in the process of further openness of China, the adverse effects and additional social cost of trade liberalization should be emphasized;pay more attention to improve the quality of urbanization, eliminate the distortion of labor market and minimize the adverse effects of trade liberalization.

Financial Development Transmission Effect of Urbanization on Green TFP-Evidence from “The Belt and Road”
    WU Xiao-xu, GE Peng-fei
    2019 (01):  13-24.
    Abstract ( 378 )   PDF (2923KB) ( 890 )
The active financial sector in the process of urbanization plays a key role in the promotion of green TFP. However, as a carrier of modern economy, how to influence green TFP through the transmission effect of financial development is often unclear. This paper analyzes the direct effect of urbanization on green TFP and the indirect conduction effect through financial development, as well as using the transnational panel data from "the Belt and Road" to carry out an empirical study. The study found that urbanization has a direct impact on green TFP, which is first inhibited and then promoted. Through the indirect transmission effect of financial structure, financial efficiency and financial scale in the financial development, urbanization has further worsened the growth of green TFP. The threshold effect indicates that urbanization has a positive transmission effect on green TFP under the high financial structure measured by the capital market, while financial efficiency and financial scale do not exist this effect. It is thus suggested that, on the one hand, striving to raise the level of urbanization are the core of solving the negative impact of it on green TFP. On the other hand, with the increasing importance of the financial sector, the development of the capital market should be taken as the fouces to optimizing the financial structure, constructing green "the Belt and Road", as well as achieving the cooperation of economic development and ecological environment.

Land finance, financial development and urban expansion
    FENG Yan-chao, WANG Xiao-hong
    2019 (01):  25-36.
    Abstract ( 295 )   PDF (3309KB) ( 848 )
Based on the panel data of 285 prefecture-level cities and above in China from 2003 to 2016, five kinds of spatial econometric models were used. By setting up geographical distance spatial weight matrix, the impact of land finance and financial development on urban expansion was analyzed. Our results show that, firstly, land finance and financial development have an alternative relationship for the expansion of local cities, but this alternative relationship has significant spatial heterogeneity at different regions and different scale cities. Secondly, the concentration of population is the main promoting factor for urban expansion, and the greening degree is the main inhibiting factor for urban expansion. Thirdly, urban expansion has significant "time inertia",that is,urban expansion that lags one phase will have a positive impact on current period.

JIANG Zhu, MA Tian, WANG Yi
    2019 (01):  37-46.
    Abstract ( 278 )   PDF (3885KB) ( 852 )
China's speed is changing to the quality of China. High quality development needs to solve the core factors that restrict the high-quality growth of China's total factor productivity. Based on the annual data of 1996-2015 years, we have selected economic system reform, technological progress, opening to the outside world, four first level indexes of infrastructure and 24 two level economic indexes. By establishing factor enhanced vector autoregressive (FAVAR) model, the factors that affect the yield of all factors in China are analyzed to explore the influence. The core elements, the direction of the impact and the contribution of the role. The study found that:(1) In the short run, the common factors of economic system reformation, technology import and open strategy have a more powerful positive impact on the total factor productivity; (2) In the long run, the common factors of independent innovation and infrastructure construction have a persistence positive effect; (3) On the contribution of total factor productivity in our country for nearly 20 years, the biggest factor is economic system reformation, and the following factors are technology import and open strategy, independent innovation and infrastructure construction's contributions are more lower. So, the way to improve the total factor productivity and transform the pattern of economic development is to pay more attention to the developments of independent innovation and infrastructure construction, to release the reformation bonus as soon as possible, to enable the technology import and open strategy play the auxiliary role.

Foreign investment, industrial structure and income gap between urban and rural areasAnalysis based on state space model
    LI Chao
    2019 (01):  55-62.
    Abstract ( 270 )   PDF (2707KB) ( 719 )
Based on the time series data of China's foreign investment, industrial structure and urban-rural income gap from 1984 to 2015, using the time-varying parameter state space model and KALMAN filtering algorithm, this paper investigates the dynamic impact of industrial structure and foreign investment on China's urban-rural income gap over time. There is a long-term co-integration relationship between industrial structure and income gap between urban and rural areas. Foreign investment has less impact on income gap between urban and rural areas. It is not the main factor affecting income gap between urban and rural areas in China. Foreign investment has a positive impact on narrowing the income gap between urban and rural areas. The proportion of secondary industry, the level of advanced industrial structure and the income gap between urban and rural areas have a positive impact. There is always a positive correlation between the increase in the proportion of secondary industry and the upgrading of industrial structure, which further aggravates the income gap between urban and rural areas. It is suggested that foreign investment be further used to develop modern agriculture in China, actively develop agricultural industrialization, and actively absorb surplus rural labor into the development of tertiary industry, while improving rural areas. The skills and qualities of migrant workers should be emphasized, and the professional skills training of rural migrant workers should be emphasized so that they can engage in relatively high-income work such as information consultation, business logistics, etc. Policies should be formulated to attract high-quality talents to stay in the countryside, improve the level of modern agricultural production in China, effectively improve the income level of rural residents, and achieve sustainable development. Continue to narrow the income gap between urban and rural areas.

Does the PPP Model Relieve Local Government Financial Pressure-An Empirical Study Based on the Data of Chinese Prefecture Level City
    MENG Wei, WU Yue
    2019 (01):  63-72.
    Abstract ( 283 )   PDF (3964KB) ( 876 )
It is of great significance to study whether the PPP model relieves the financial pressure of local governments effectively in the context of rapid growth of PPP projects. Based on the data of prefecture-level cities in 1994-2015, this paper investigates the effect of PPP mode on fiscal pressure by using DID-PSM analysis method and panel data policy evaluation method. The study found that the implementation of PPP model can effectively alleviate the local government financial pressure, and the effect is increasing year by year. At present, PPP project investment scale is bigger, the project average length of life is shorter, and the city financial pressure of the demonstration project declines more. Mechanism identification results show that improving the scale of fixed asset investment in the region is the main channel for PPP to reduce fiscal pressure. Further analysis shows that despite the effect of the PPP model on financial pressures, 80% of local government financial pressures have been significantly reduced.

Analysis of Interactive Mechanism of Environmental Regulation Strength, Industrial Structure Upgrading and Ecological Environment Optimization
YUAN Xiao-ling, LI Hao, DI Hu
    2019 (01):  73-81.
    Abstract ( 263 )   PDF (2179KB) ( 753 )
The benign interaction between industrial structure upgrading and ecological environment optimization is crucial to promote the transformation of China's economy from high-speed growth stage to high-quality development stage. Based on the panel data of environmental regulation, industrial structure and ecological environment in 30 provinces of China from 2003 to 2016, this paper applies the three-stage least squares method to empirically test the interaction mechanism between environmental regulation intensity, industrial structure upgrading and ecological environment optimization. The study found that at the national level, the upgrading of industrial structure has weakened the intensity of environmental regulation while promoting the optimization of ecological environment; environmental regulation has a "forced-down" mechanism, which can promote the optimization of ecological structure while promoting the upgrading of China's industrial structure; In terms of regions, the upgrading of industrial structure is conducive to the optimization of regional ecological environment. However, due to the heterogeneity factors such as resource sharing, the interaction mechanism between environmental regulation intensity, industrial structure upgrading and ecological environment optimization is different. It is a feasible path to realize the upgrading of industrial structure and the optimization of ecological environment by exerting the functional role of environmental regulation, implementing the innovation-driven development strategy, and promoting regional coordinated development.

XU Shu, XIA Kai, CAI Yong
    2019 (01):  82-92.
    Abstract ( 393 )   PDF (2617KB) ( 1170 )
Based on the extended theoretical model of technology acceptance, this paper uses a structural equation model to quantitatively measure the influencing factors of consumers' willingness to accept traceability of agricultural products, and tests the hypothesis of the theoretical model. The empirical results show that perceived usefulness is the key factor influencing consumers' attitudes to the traceability system of agricultural products; perceived barriers are the main obstacles to the development of traceability systems for agricultural products; perceived ease of use and perceived barriers to the acceptance of traceability systems for agricultural products Both attitude and willingness to use have a significant impact; health awareness also has a significant positive effect on attitudes. Based on this, the countermeasures and suggestions for improving consumer acceptance are proposed.

Agriculture insurance efficiency for poverty alleviation: based on the three stage DEA model
    ZHENG Jun, DU Jia-xin
    2019 (01):  93-102.
    Abstract ( 359 )   PDF (2393KB) ( 842 )
This article is based on the statistics of 31 provinces, autonomous regions and municipalities directly under the central government in 2015. Based on the three-stage model combining DEA with SFA, the efficiency of precision poverty alleviation of agricultural insurance in China was measured and analyzed. The analysis results show that there are some differences in the efficiency of the targeted poverty alleviation in different regions of China, and the fixed asset investment will have a negative effect on the efficiency of poverty alleviation. After eliminating the interference of external environment, the agricultural insurance of poverty alleviation efficiency raises about 3% over the previous time, and regional differences reduce by 20%, but the efficiency of agricultural province in central China are still relatively backward. This indicates that the current agricultural insurance policy should be formulated according to local conditions, and the corresponding governance methods should be put forward for the actual situation of all regions, especially the major agricultural provinces.
