Agriculture insurance efficiency for poverty alleviation: based on the three stage DEA model

Abstract: This article is based on the statistics of 31 provinces, autonomous regions and municipalities directly under the central government in 2015. Based on the three-stage model combining DEA with SFA, the efficiency of precision poverty alleviation of agricultural insurance in China was measured and analyzed. The analysis results show that there are some differences in the efficiency of the targeted poverty alleviation in different regions of China, and the fixed asset investment will have a negative effect on the efficiency of poverty alleviation. After eliminating the interference of external environment, the agricultural insurance of poverty alleviation efficiency raises about 3% over the previous time,and regional differences reduce by 20%, but the efficiency of agricultural province in central China are still relatively backward. This indicates that the current agricultural insurance policy should be formulated according to local conditions, and the corresponding governance methods should be put forward for the actual situation of all regions, especially the major agricultural provinces.
