Differentiated Service Mode of Financial Services for Rural Revitalization: A Study on Preventive Governance for Rural Families Returning to Poverty

Abstract: It is of great significance to clarify the effect of differentiated financial service model in rural revitalization on the preventive governance of rural families returning to poverty, and to explore a long-term mechanism for promoting rural revitalization in an all-round way. However, there is a lack of research on the impact of differentiated financial services based on Multidimensional Poverty Vulnerability Index. This paper empirically tests the differential effects of two rural revitalization financial service models, "Send piglets" and"Discount cash", on the preventive governance of rural families returning to poverty by using the data of the poor households continuously tracked by the archived cards, and explains them from the perspectives of rural family income structure, feasible capacity constraints, and capital endowment condition constraints. The study found that"Send piglets" and"Discounted cash" have significant preventive anti-poverty governance effects. Rural households with a single income structure and strong capacity endowment constraints are more efficient in delivering piglets, while after relaxing the constraints on income structure and capacity endowment, "Discounted cash" anti-poverty preventive governance effect is better. According to the income structure and ability endowment of rural households, rationally select the two differentiated financial service models of industrial poverty alleviation and Pratt & Whitney Finance, and make a good policy combination, it is the key to improve the efficiency of financial poverty alleviation and effectively realize the goal of poverty reduction.
