LDA quantitative analysis of China's digital rural policy -A two-dimensional analysis framework based on the perspective of policy tools and dynamics

Abstract: Exploring the current usage and inherent characteristics of policy tools for digital village construction in China is of great significance for optimizing the future policy system of digital village construction in our country. However, there is still a relative lack of literature based on systematic analysis of large-scale national samples of digital village policies and research on regional differences. This article constructs a two-dimensional policy analysis framework for digital rural areas based on policy tool theory and new endogenous development theory and uses LDA method to quantitatively analyze 162 relevant policy texts nationwide from 2018 to 2023. The results show that: in the dimension of basic policy tools, strategic measures are preferred; in the dimension of driving force for digital rural construction, policy tools aimed at improving farmers' participation in digital rural areas are used more frequently, but the supply-side policies are not comprehensive enough, and the demand-side policies are obviously missing. Furthermore, the overall integrity, systematicness, and coordination of the policy system are insufficient. Based on the above conclusions, it is suggested that systematic analysis of digital rural policy texts should be carried out regularly in the process of digital rural construction to optimize the structure, continuously consolidate the digital foundation, advance at the right time, and continuously improve farmers' digital literacy to form a policy consensus.
