Technology, Localism and Governance: The presentation and elimination of tensions in Digital Village Governance -Multi-case study based on Z city

Abstract: Digital village construction is an important part of rural revitalization strategy in the new era. Digital rural governance needs not only a technical breakthrough, but also the intervention of political power to remove obstacles at the social level. This paper systematically analyzes the tension between technology, village, governance and other elements in digital rural governance, that is, the "technology-governance" tension between the tool effectiveness of technology and the humanism of governance, and the "local-governance" tension between the externality of governance and the autonomy of rural society. The study found that the learning mechanism helps to promote the combination of technology validity and governance temperature, and the connection mechanism realizes the integration of autonomy and governance through emotional connection and interest connection, thus resolving the double tension of "technology-governance" and "local-governance". The study elucidates the logical chain of "factor relation-tension presentation-tension resolution" in digital rural governance from the practical level, and provides an effective action plan for promoting digital rural construction.
