Enterprise Intellectual Property Management and Innovation -Evidence from Enterprise IPMS Certification

Abstract: Intellectual property management (IPM) is a crucial skill for enterprises seeking innovative development. This study uses the certification of the enterprise intellectual property management system (Enterprise IPMS Certification, GB/T 29490-2013) as a quasi-natural experiment. It analyzes data from firms listed on the Shanghai and Shenzhen A-share markets between 2007 and 2022 to explore how enterprise IPM affects enterprise innovation and the mechanisms involved. The findings show that Enterprise IPMS Certification significantly enhances enterprise innovation levels, primarily through three channels: improving innovation efficiency, strengthening intellectual property protection capabilities, and alleviating financing constraints. Heterogeneity analysis indicates that the certification has a more pronounced innovation incentive effect on small and medium-sized enterprises and those with smaller intellectual property scales, suggesting a "help in time of need" rather than an "addition to splendor" policy effect. Additionally, the impact is primarily concentrated in regions with high levels of intellectual property protection.Further analysis reveals that Enterprise IPMS Certification can also improve the quality of enterprise innovation, promoting a comprehensive enhancement in both the quality and quantity of enterprise innovation. Unlike existing literature that focuses on the impact of China's external intellectual property environment on enterprise innovation, this paper shifts the focus to the internal aspects of enterprises. It reveals the significant role of intellectual property management in enterprise innovation and development, providing important theoretical and empirical evidence for understanding and optimizing Enterprise IPMS Certification in China.
