Digital transformation of government governance and Household Entrepreneurship: Evidence from the “National Pilot Policy of Information Benefiting the People” in China

Abstract: The digital transformation of government governance is an objective requirement to promote the modernization of the governance system and governance capacity, and has great significance to optimizing the regional business environment and stimulating social innovation and entrepreneurial vitality. Existing studies have mostly focused on the economic and social effects of the digital transformation of government governance on countries, regions and enterprises, but have neglected its impact on micro subjects such as individuals and families. Based on the exogenous impact of the "National Pilot Policy of Information Benefiting the People", this paper finds that the digital transformation of government governance facilitates the identification of entrepreneurial opportunities, increases the expected net benefits of entrepreneurship, and significantly increases the entrepreneurial behaviors of households. Moreover, the positive facilitation is more pronounced for households located in the central and western regions, residing in large and medium-sized cities, and with a lower level of social capital. households are more significant.
