Abstract: The previous literatures mainly focus on the economic consequences may incurred by directed technological progress, however which do not pay more attention on how does the change in the direct of technological progress, and how does the multinational transnational of directed technological progress? From the perspective of developing country, the paper firstly comes up with a generalized measuring method of biased technological progress and develops a model of production and research, and reveals the numerical relationship between trade structure of intermediate goods imports and biased technological change by employing comparative static analysis and dynamic analysis. The results show that trade structure of intermediate goods have a positive effect on biased technological change in the short-term, while the positive effect is restricted by the relative rates of technological improvements of two sectors and the growth rate of technical progress within the sector; In the long-term, import trade structure of intermediate goods have an increasable negative effect on biased technological change. Therefore, the adjustment of the import trade structure of intermediate goods is a shortcut measure for government to guide technological change, what is more, the improvement and long-term effects of import trade structure of intermediate goods shouldn't be overlooked.
